Severe Weather Emergency Shelter - currently available to the homeless in Allegheny County and will be in operation between the hours of 7:00 p.m. through 7:00 a.m. when the following conditions exist between November 15, 2008 and March 15, 2009: temperature is predicted to be 25 degrees or less factoring in wind chill; conditions of freezing rain, heavy snowfall, severe wind chill factor, etc.; during a National Weather Service declared blizzard/emergency weather situation. The shelter is located at the Smithfield United Church of Christ, 620 Smithfield Street, Downtown. For information, call 412-779-1329 - 24 hours a day to hear a pre-recorded message announcing if the shelter is open that evening, the hours of operation and the location. Help For Pennsylvania Homeowners Facing Foreclosure - Homeowners across the state who are facing foreclosure because of unaffordable adjustable rate mortgages and predatory lending practices will have two new resources to help them keep their homes. The two new loan programs — REfinance to an Affordable Loan, or REAL; and Homeowner Equity Recovery Opportunity, or HERO — will help thousands of homeowners facing foreclosure. The REAL program offers refinancing to homeowners whose adjustable-rate or other exotic mortgage has become unaffordable.  By combining 100 percent financing with flexible credit underwriting, REAL provides relief for homeowners with good credit who can’t otherwise qualify for typical refinance programs. HERO offers loans for homeowners who, because of credit or other issues, can’t afford their current mortgage payments and are not eligible for other programs that could save their homes from foreclosure.  Unlike the REAL program, HERO loans are directly made by PHFA, which may negotiate with current mortgage-holders to reduce the amount owed on applicants’ properties. Labor Free Home Repair Program - This program provides 50%-75% discounts off the cost of needed home repairs for 50-60 low-income homeowners throughout the City of Pittsburgh. The Pittsburgh Project Homeowner Services - homeowners must reside in the City of Pittsburgh or a nearby borough.  They must own their homes and live in them.  They must document that their household's income is within 150% of the Federal Poverty Guidelines.  Priority candidates are those who are over age 60, or those who are in poor health due to illness or disability. All work and materials are free.  In order to apply for help, the homeowner (or an advocate) must complete a brief application. Projects include exterior and interior painting, repairing damaged walls and ceilings, hanging drywall, installing new toilets, constructing wheelchair ramps, clearing debris, repointing loose bricks, patching holes on rooftops, and many other smaller jobs.
